Residents who live within the residents parking area and who keep and use a passenger car, a van with an unladen weight not exceeding 1.5 tons (1,500kg), motorcycle, or invalid carriage on a full-time basis will normally qualify for a permit.
A controlled parking scheme is a street or area where parking is organised in order to help residents park their vehicles. They are provided in areas where vehicles not belonging to residents would otherwise make this difficult.
